I don't have an answer for the question of how to get there but the good news is that you can stat boost for the cooking part of saving the monkey with a Chef's Delight.

Up to 5 depending on your level and I think you might be able to get +5 at level 65. Sorry I'm not absolutely sure about that.

 

 

 

A mature Chef's Delight raises 5 levels regardless, I believe, but they are a bit more expensive.

in rfd does it let someone with 70 cook assist?

No, assisting does not work with quests.
