Since the creation of the guide western Ardougne has had a makeover, and the part of the church which had the grain sacks you need to poison has been removed:

There is still grain in the general store. I'd recommend you also update the picture of western Ardougne you used.

There are three locations, aren't there? And the church one is located on the first floor (second floor US)...

You are absolutely right, this has been updated and credited.

 

I don't know if the City Hall (or whatever it is) counts towards the quest, but if someone actually uses it during the quest that would be great. As far as we know only 2 of the locations need to be poisoned, but checking that would be worth while also.
