I have experienced this before, but decided to post it now... here's the picture:

 

 

After that, the camera scrolls back to me, like a cutscene, but faster. Anyone experienced this, too?

Yeah, I have that alot too

 

I have it when I fly to Pollninveach - half way in flight I get teleported to that area, then I come back almost instantly.

It used to be that as your carpet is about to land, the screen would switch to that picture of the nearby seashore. But it would reset on you again, instead of scrolling. All I know is that it's been there for a while...
