Would I be able to get a fire cape? It would be my first attempt at this. I have around 11M to spend. (13m at a maximum) Could someone give me some gear and an inv. that would maximize my low stats?

People with a lot lower levels then you have gotten it, but it probably took them many tries, or they had experience from other accounts. Note, in full arma+bss I still died at jad due to a slow prayer switch. It really comes down to tactics and nerve.

With guthans/ black d hide with rune xbow and diamond bolts(e) you can do it with level 70 att str and def and 75 range. Just check out some through guides and check out videos about prayer switching on jad

Yeah if you master prayer switching, but it may take you a few tries. Don't get frustrated if you die once or twice.

It takes a LOT of nerve when you get Jad on your first attempt. During my first attempt, I was sniping the monsters and doing everything perfectly. When I got to Jad (perfect spawn, too), I got too excited, and I pressed protect melee instead of protect from mage (was the attack he used on me). Once he dealt a large hit on me, I freaked out and died. I'm also level 132. It happens to the best of us.

 

By the way, enchanted diamond bolts help A LOT. I brought about 500 of them (plenty) and a few thousand barbed bolts. I used the barbed bolts on all monsters except the level 360s and Jad. The effect penetrates their armor, so they die a lot quicker. The effect's animation is also pretty cool as well (reminds me of prayer emote).
