If I add someone to my block list, can they still see if I'm online when i have it on Public??

And the answer is no. Your ignore list only makes it so that a player cannot enter your clan chat and you will not receive messages sent by him/her. If you want to appear offline to them, you must turn your private chat to FRIENDS or OFF.

I turn my Private to Friends, that way I don't get random people PMing me and annoying me. But they can see you're online, you just won't know they're talking to you.

If you private is set to Friends of Off they can't see if you're online right now. You can add me and i would actually be on, but it would say that i am offline. Until i add you though i will still appear offline, or unless i change my private setting.

 

Now the second part of what you said applies only to if you add them to your ignore list.
