The best ones start at 89 summoning. Also the scrolls have a high gp/hp ratio, about the same as a shark. SLayers probaly one of the faster way to get charms anyway. Sure, it might be more feasible to train combat stats/slayer along with summoning, but it's by no means fast (except for the occasional waterfiend task). I suggest power killing waterfiends for 79 summoning. The 79 titans are amazing, and it'll make slaying much more easier for you, if you happen to use the chaos tunnels a lot. If you want to power your way to a summoning level go for 88/89, 88 for unicorns and 89 for geyser titans. Other then that going at a relaxed rate to 79 from 77 wouldn't be a bad idea. If you're going to slay, might as well just slay and get charms. Getting to 99 slayer your bound to get close to 99 summoning along the way with the charms. All my charms i got came from monsters i have killed from slayer tasks. Once i get 99 slay ill have a few more summoning levels banked.
