Ok so I decided to do Regicide today and I get to the middle of the maze where the fight with Iban is. And I look inside, and Iban's there. After Underground Pass. I know I've completed it, do you have to kill him again or is this some type of glitch?

Yes, he is there always by default, once you enter, it will load the proper area for your character.
