I gather he means the quest advancement bit at the bottom which does indeed list black knights fortress; whihc clearly does not require legends quest.

 

Also checking this out I noticed tip tricks and notes the last one says the foresters will replace it, but it is not clear what it is.

I think they meant to say "Bull roarer"...

As for your own submission, the note did indeed refer to the Bull Roarer, and that's now been made clear.
