Every time I finish chinning and teleport to my house, I always get a random. Is this normal?

Yes. "Randoms" come after you get a set amount of XP.

however if you're in a zone where you cannot get randoms (ape atoll dungeon, kuradal's dungeon, POH construction mode)

you will always get a random after leaving the zone, if you've done a large amount of training in them.

 

Randoms really aren't random.

Oh I never knew that, thank you for the information.

...That explains why you never get randoms while mixing unf potions.
