This happens when you use the level 94 "vengeance" spell on the lunar spell book. to get it you need the level and to do lunar diplomacy and dream mentor, or have someone who has done them to cast vengeance other on you.

Spell from the Lunar spellbook takes level 94 to cast it on yourself or you can have someone with 93+ cast it on you.

If I understand what you mean, it's the Vengeance spell, from the Lunar book.

You can get it at 94 Magic, and it allows you to inflict up to 75% of the damage you take back onto whoever attacked you (like a super Ring of Recoil).
