Anyways, I'd like some suggestions as to where I can get my Prayer cape. Simple as that.

Assuming you have the stats, you could kill a boss monster, and get 99 by burying its bones

Do you mean where exactly you can find Brother Jered? If that's it, then you should go to the second floor of the monastery.

The monastery is directly west of Edgeville.

Maybe do Wise Old Man's tasks and get him to bless you with 99 Prayer.
