How do I turn it off? I have all the volume settings at minimum but it still plays

On the bottom right corner of the log in screen, there's a tool panel. Drag the music widget all the way to the left to turn it off

Is there a way to set it so I don't have to do that everytime Runescape loads up?

You shouldn't have too.

 

Runescape stores a preferences file in your documents folder with you sound and graphics settings in. As long as you are on the same computer and havent deleted the file it will keep the settings.

I'm having the same problem, all the sound widgets are turned to lowest but it still plays only if i'm in lobby or log in screen.

Just mute your sound until you log in, then. Problem solved.
