December 6, 200520 yr Yes, you have to have started the Legends Quest to get there. There are 3 separate locations within that jungle that I get almost every level 3 clue scroll I get. If you can't start Legends Quest I would drop the clue and stick with Level-2s until you can at least start the Legends Quest. The Watchtower quest is another one for level-3 clue scrolls.

December 6, 200520 yr You only have to start the Legends Quest, but in order to start it there are a lot of other quests that have to be completed. Check tip.it's Quest Help for a list.
