40 defence and then 99 Mage and range

Well that's obvious but I mean since getting 99 in range/mage would take a while what lvl could I start pking at. Also what prayer lvl should i get?

 

Also what's the best way to train def with lvl 1 attack and str?

While training mage (using an offensive spell) switch on the defensive xp option.
