Trying to complete this and trying to determine how to learn the enchant ruby necklace. I seem to be stumped. I've complete all of the ground level of the varrok museam, but still have yet to find a clean necklace or anything of the sort. Anyone have any advice or help. Thanks in advance.

Are you asking about how to find the necklace? Basically, it's luck. Just keep cleaning artifacts.

The chance of finding the ruby necklace in the pile of rocks holds roughly a 1:100 chance. I suppose it would be made less painful if they just allowed you to 'run' 25 rocks at a time to the table, but keep at it and you'll eventually find one.

I think doing the Temple at Sennisten quest also gets you a ruby necklace (digsite pendant) which counts for the diary.
