Putting an effect on an image

I have this image:

and I would love if someone could just put a basic effect on it (leaving the person alone) and also the name "Tempest Mike" because I am hopeless at effects or anything myself. n__n

Just a simple blur or something like that would be perfect.

Actually there was a certain effect I wanted to try on something, but that will take time.

 

And I wish the image was higher res.
