He wants a banner. A banner. You don't make a banner first, then make the site, that doesn't make sense. You make the site, then you look at the color scheme and make a banner that fits the site. You don't build a house from the roof down. Last paid commission for website design- First we went over site content, then we went over navigation, then color scheme, then lastly banners and logos. And the client didn't even like the logo, so we had to redo that.

See the problem here is I can make this action packed banner, in bright red and white. But then the rest of the site is in green and black, and the whole thing looks like [cabbage].
