Medium Level Player Help

Well, I've always considered myself to be a medium level player. I am only Combat level 107, and I only have 2 99's in nooby skills. Therefore, I have some questions:

 

1. What levels are there to achieve in Herblore and Prayer and what for?

2. At what level are overloads/extremes useful and when do you use them?

3. Turmoil. Same question as above.

4. What gear do you wear to do general monster slaying?

5. What summoning level to aim for and why?

6. How do you know what level to get certain skills to? For quests? Topping off your level at a multiple of 10? Random training?

7. What is the use of some of the far-out lands, such as the elven city discovered during the Plague quest series?

1) 99 both (assuming you want to max out someday) but at 95 prayer and 96 herblore you can do everything you need to do without boosts. At 91 herblore you can make overloads and that's all you need.

2) All levels, use them everywhere (unless your cannon is doing 99% of the work and the monster is really weak (lighthouse dagganoths) you can use overloads).

3) Everywhere but Nex/Kree'arra assuming you have rigour (and are not the leecher, at Kree. Solo idk which is best).

4) Bandos, rapier, fire cape, fury, d boots, neit/fsh, ddefender, berserker (i), barrows gloves.

5) 99, the steel titan is rather good for tds and as an anticrash measure. 88 and 96 are good intermediate levels.

6) I'd personally just get all current quest requirements, then get all stats to 50-60-70-80 etc. The new Mahjarrat quest requires 83 flething iirc (you're good :)).

7) Eh, none yet. The elven hideout has a fruit tree patch, bank, mini obelisk and altar, but otherwise the entire area has grenwalls only.
