It doesn't exactly seem like one of the rare events. It appears to be as common as Rick Turpentine's and Cap'n Hand's.

The day it come out, she appeared twice in under 20mins. The first time i got it wrong as i didnt read the Updates Page. And in result of choosing the wrong type of refreshment, i was sent to Ice Mountain from Taverley Dungeon.
