It's not that hard to step back for half a second and attack your opponent on the same game tick and keep your protection prayer on.

 

Both prayers are overheads that can't be used at the same time and help keep you alive, so i don't see why it's not fair to use a protection prayer in response to SS.

Then it would result in both players just dancing around, and you can't SS switch during it either which just fulfills the purpose of the person using a protection prayer.
