If you are on about the fire talismans (I think they are anyway), they are part of the rare drop table that Jagex added with the Ring of Wealth update. You do not need a RIng of Wealth to recieve them, but you can get some almost random items.

Common drops are-

Dragon daggers, talismans, coal, dragonstone (uncut) etc.

But some of the rarer drops can be things such as 7M worth of yew logs, and anywhere from 15M-30M in Adamant bars or Saradomin Brews.

 

Its quite a nice addition to the game as I get some of them when slaying, but I have only ever had a few M in yew logs and about 1M in toadflax herbs. Oh and a Vecna's skull but they arent worth anything anymore. I suggest you pick up any item that you get that is noted or a herb seed, because they stack and can sometimes be worth millions.

Btw can we get a sticky or something about the ROW update? I am getting bored about seeing posts about the new rare drops and having to debate to some people that they are also dropped when not wearing a ROW. (no offence to you monkeyanniee but I see those posts everywhere ;) )
