Sextant, watch and chart

To get these items, needed for a void dance, do i need to have a clue scroll? if so whats the quickest way of getting one?

 

Quick read of tip.its guide and turns out i need a level 3 clue, so last part of the question still stands :)

No, go to the observatory and talk to the Professor. He might be in the study center or upstairs in the observe.

It doesn't give me a chat option with the professor for the chart, all the guides say you need a clue in your invent

If you are at the part where you need them the chat option is there, you can't get them beforehand.
