World
What would be the best way to get to 99 herblore by making potions but I want to make USEFUL potions that can sell easily too. I've made many prayer potions which I actually use too when i need too, and I want to know i can easily sell them too if I need to. I don't want to spend over 60m on items either...i can go up to any amount but i'd like to keep it under 100M but that is not necessary. Edit: Money is not a problem...I can easily up my budget by selling items.
LitterBug
Herblore exp is generally about 13-15 gp/xp (assuming you're not doing thing making pray pots forever and cleaning herbs all day) So if you want 99 herb, you better make some more money. The most useful potions are extreme atk/str/def/magic/range & overloadThese are ALL untradable but are extremely (lulz) useful on anything PVM in nature. Other then these you would also use:-Prayer Potions-Saradomin Brews-Super Stat Restores But then again, you shouldn't be making any of these really. You can look at this page for more info on herblore.(Done by Grimy)https://docs.google.com/spreadsheet/ccc?key=0AldEhLOK6ejJdGxma1R3NlNOS1F2UEpMNUY4MU11Rmc#gid=
Powerfrog
Prayer potions are probably the most demand potion, and they're currently one of the best xp/gp, too. So those are the obvious choice. The problem is that XP weekend is around the corner, so pretty much everyone is doing prayer potions, which will make them practically impossible to sell, and will also greatly increase the loss per potion. You might be better off going with a fairly high demand potion that isn't an obvious choice, such as super strength potions. Since very few people will be making them, and the demand is always going to be high, it may work out better for you.

I think super str might be a good choice since many people might be training combat.
Sir_Squab
You said you don't want to go past 70m. If 70m is your herblore budget, then frankly, money IS the problem. If you want something that will sell, anything used to make extreme potions will sell because most of those potions are useful to begin with, the one exception being super energy potions which people still buy, mainly as a special restore ingredient. Saradomin brews also sell because they're very good to use in boss hunting to last longer, particularly with overloads which somewhat negate their stat-lowering effect. But realistically, to get 99 herblore, you're looking at almost 200m with making potions and selling them, over 200m if you want to make a decent supply of extremes/overloads for yourself.
