Dungeoneering Items & Banking?

A quick question - is it possible to purchase dungeoneering items without having the requirement to use and then bank them? E.g. Scroll of Cleansing w/o 49 Herblore or Chaotic Rapier w/o 80 Attack?

I found a panda and then we bought malt liquor. I hold my malt liquor better than a panda.

 

And I thought my weekends were good. ._.

I believe so, the only stat req that blocks you buying them (as far as I am aware) is the dungeoneering level require

Just confirmed that you do infact need both requirements. tried to purchase both Arcane Stream & Rapier and was told I needed 70 Magic and 80 Attack respectively (82 Dungeoneering).

Yeah you need both requirments, or at least you do for gravite weapons. I remember trying to buy one when i was 40 attack and it simply doesn't let you.

 

I feel it's important to clarify i have many chaotics on my main, i'm not a gravite noob :P
