i was just wondering about two things considering mousekeys:

 

1. is the + key allowed to use?

 

2. is programs to tweek were the keys on ur keyboard are located allowed? (i see no reason for it to be ilegal really, just have to be sure :P)

1. Yes

2. As far as I know it's legal as long as it's 1 action = 1 result. For example you can remap "Z" to become "A" but you cannot remap "Z" to become "ABC".

 

Anyway this belongs on H&A.

ya i meant to map one key to be another one, not multiple keys.

As Leaf said, 1 input = 1 output. Here is the link for AHK . Remapping is very easy; there are plenty of tutorials on their site showing you the ropes.
