It has 3000 charges. How do those charges deplete? how can you recharge the ring? What monsters besides the tzhaar does the 10% bonus apply to?

The charges deplete with each attack, one charge per attack, unless you're using the Dark Bow in which case it's two charges per attack. You can recharge the ring with 50,000 tokkul by talking to one of the two tzhaar from the end of the quest. I believe the 10% bonus applies to every monster you can find within the Tzhaar caves, with the exception of jad.

Do note that

The ring can be recharged by paying either TzHaar-Mej-Ak or TzHaar-Mej-Jeh 50,000 Tokkul. The price for recharging the ring is the same regardless of what the current charges the ring has.

will be changed so that you can recharge it from any charge based on how much is used.. Was answered in the recent Forum FAQ.

So even if I wore the ring for just normal combat, say slayer, it would still deplete the charges? And What happens when the charges run out? I just cant use it anymore until I recharge?

The charges only deplete when you attack a creature in the Tzhaar caves, sorry for not specifying before. When the charges deplete you can no longer use the teleports or the 10% bonus damage against creatures in the caves.
