I was going to slay some skeletons at the chaos altar lv 14 wild, when i tried to open the trapdoor this phrase appeared:

2nd floor of varrock castle the guy takes you to the altar in an instanced non wildly version so people doing the quest/training run no risk of getting pked.

Yes, the wilderness is no longer safe as of the start of this year. Pking is enabled in every world, revenants have been relocated to the Forthintry Dungeon, and quests that were designed and had wilderness elements will now be safe instances (like Tien pointed out) so you can complete the quest.
