one of the tasks for the fremmy elite set is kill an ice strykerwyern. for slayer you need a fire cape or to unlock it via a slayer master. i only need to kill one and it is off a slayer task. is it possible for me to kill the task one without a fire cape? i know a fire cape is great and i will eventually get one but is it possible for me to get the task done without it?

 

if so is there any gear that i would need other wise?

I think you can set up a cannon and let it kill the Icewyrm for you, as long as you're 93+ slayer or able to use wild pie to reach 93 Slay. But to kill it traditionally you'd still need a fire cape or to have bought the ability to kill it without a fire cape.

I finished that task after I kilned my fire cape, but before I got my Tokhaar-Kal, so yes, you can cannon without a fire cape and still complete the task.
