Attach the rune and they become untradeable and unnotable. I haven't had that challenge yet, but I'm guessing you were just supposed to craft the urns, but not finish them off with runes. Make a new batch or buy some off the GE to trade in. Never had a problem turning it in whether or not all of the urns were in my bank or partially in my bank and partially in my inventory.
