What's first?

What should I get first: taskmaster or quest cape?

And for quest cape do I need to complete the rag and boneman part 2?

Quest cape should be on the way to taskmaster. You will get all the skills for the quest cape while training for taskmaster. Both are great goals to set.

The extra part of the quest is not needed for the quest cape.

Do you have all the levels to do every task? Think you should get quest cape first though, not that it really matters.

No. You do however need to do Rag and Boneman part 2 for the completionist cape. (song)

"Night gathers, and now my watch begins. It shall not end until my death. I shall take no wife, hold no lands, father no children. I shall wear no crowns and win no glory. I shall live and die at my post. I am the sword in the darkness. I am the watcher on the walls. I am the shield that guards the realms of men. I pledge my life and honor to the Night's Watch, for this night and all the nights to come."

"An imperfect man can do great deeds, and a great man imperfect ones.

78 slayer for the part 2 was the only skill holding me back from quest cape! Thank you! I will probably do quest the task since some tasks require quests
