Maybe the topic was missunderstood, there was more to the question "Why do 887124 accounts have 1154 xp?" then answering with that is what you start when you register at runescape. Being a member cost money, so why do more than half of runescape's members pay for membership - yet not play?

 

If they are bots, then why doesn't runescape just deal with it (add some puzzel you gotta solve if you are low-level?)

Most of them are taking advantage of the two week trial I assume and are used as advertising bots.
