can someone please explain to me what to do in this event. So far all i know is to collect tears but i havent reached tier 2 yet >.< dunno what i need to do to reach that. So thats all i know is to collect tears. Thanks for your help in advance :)

Or if you mean those Tier 1 / Tier 2 / Tier 3 with the Quartermaster's (or whatever function he may adequately perform) reward interface, those are unlocked by Week 4 and Week 7 of the event, respectively.
