I need 1000 total level to change my name to a rare one, so what is the fastest way (with no more than 1m cash spent).

 

Also I am a pure so I cannot train any combat skills other than summoining

In your case Fletching would be rather fast. Also cooking could be nice, there plenty of people drop fish @ Gunnarsgrund (Barbarian Village).

 

If you farm herbs, you can then make potions out of it increasing both Farming and Herblore.

Doing some Firemaking with dirt cheap willows, and maybe some Runespan in addition to the above suggestions would also work well.

Well, you need 192 levels.

 

First things first, if you can do prayer, I highly recommend doing so. You can get 80 prayer in a couple hours. It's a little outside of your budget, but definitely something to keep in mind if you run up to a deadline.

 

So here's the plan:

65 fletching - 40 levels

65 firemaking - 35 levels

65 thieving - 32 levels

70 cooking - 31 levels

 

From there you have 54 levels left to get. If you farm your best trees and do warbands, you can trim that down quite a bit. Crafting is dirt cheap until 55 (tiaras), smithing is reasonable, and herblore is fast but a little expensive. You can always leech dungeoneering for a few levels, but it slows down pretty quickly.

 

So you're going to need more than 1m to get 1k total within a reasonable timeframe without training combat skills. 10m should be more than enough and that's like 2 hours of moneymaking on Mck.

How exactly do I find wb Fc's etc without the gear reqs

A general rule is that if you aren't a high enough level to meet the gear requirements for a fc, you don't need a fc in the first place.
