its a treasure trail reward, lvl 3 i think

kanti is correct. Those are enchanted robes, which is one of the rewards that can be obtained from doing treasure trails.

ok i want to do the treasure trail but whre are th HAM membes so ican pick their pockets?

In a dungeon a little east of the "real" Draynor dungeon, but you will never pickpocket a lvl 3 clue..
