The closest that I know of is the range in Nardah. The range is literally right outside of the bank. Also I'd use the tzaar caves range or the Lumbridge cooks range which are all very close to the bank.

I like Catherby, because I can also fish there. Best place to level cooking and fishing together IMO. If you don't care so much for the fishing however, there might be more convenient places.

I will suggest lumby range with the "recipe for disaster" chest, since that one has lesser burnt-rate.
