Well I encountered this same problem... My friend (moreso my sisters) was rank 17 in runecrafting, rank 40 some odd in agility, and 1800+ skill total. He quit mid last year, and after a recent update, he was removed from highscores as well.

 

 

 

I know no other way to contact him, aside from in-game messaging, so I guess thats the end of him.

the real tks quit about 3 years ago. About last year, i looked up tks on the highest seeing her slayer went up. I'm thinking the account was played by another person who was either given the account or hacked into it.
