I've always used the Dwarf Mines even when I was a member. If you're a member, the mines won't be as crowded, but for a F2P player it can get annoying with all the other players (and not to mention the Scorpions).

Sometimes I'll use the rocks near Rimmington because there's barely anyone ever there. However, it's a longer distance from a bank.

I personaly use the west varrock mines. There are 2 iron ore right next to eachother, so you can fill up plenty fast on a full world. It can be crowded, so make sure you can get the rocks before others. As for the bank, it is only three clicks away.

North of the eastern entrance to Yanille, there are 3 iron rocks right near each other. The bank is less than 3 clicks away - although now it might be possible with the bank in Lumbridge castle basement that the mines down there are the closest to a bank. I haven't tried, though, so I'm not sure about that.
