He is spying the the Wise Old Man across the street. If you don't know what the WOM did, talk to the bank guard just outside the bank. You can watch a video from the security camera in the bank.

 

 

 

Give the guard in the tree some stew...he gets mighty hungry sometimes. :wink:

if u talk to the other guard standing close by, he will explain it

You can talk to him by left clicking the tree and picking talk-to tree, and you can make a stew for him, he gives you 20 gp.
