It says in knowledge base that at 99 smithing it's nearly half price, which would be the 49.5% which is half 99. So mine would be 27%. Not huge but a money save none the less. I suppose Jagex have realised that construction is a far more effective money drain than barrows repairs, so have given good constructers a discount. Clever really.
