IRC means Internet Relay Chat and is really handy once you get the hang of it. The most popular IRC client is called mIRC and is downloadable through http://www.mirc.com. As you probably are a beginner, you should find some tutorial to get started.

Yes it safe :)

 

I'm using it myself and it's easy to handle. Remember to check the help file if you're going to use it, as it will save lots of trouble/beginner question.

I wouldn't use it since RS doesn't allow IRC name.

It has nothing to do with RS rules. Even Andrew & Co. have been seen in IRC channels.
