It is stickied in item discussion on http://www.runescape.com forums. You no longer need to keep an open inventory space for your cat. However, I do not know about lazy cats (which were added to the game with the rat pits). MrsChrystler's Guide is considered authoritative, and she has given her kind permission for us to add info from it to Tip.It's guide.
