You have to complete Troll Stronghold, in the quest u need 1 or 2 iron bars (cant remember) and a smither there makes them for you. Then after the quest you can buy as many as you want for 18gp i think (near that price), you buy them from a house in Burthope.

You need to start the Death Plateau quest. You can buy the climbing boots from Tenzing for 12gp. Look up the quest guide to find out exactly where tenzing is.

aglips is correct. You only need to complete Death Plateau quest, which only requires one fight with a level 5 (I think). To get climbing boots "[bleep]ed" for your own use (not Tenzing's) may involve a later quest ...
