June 15, 200620 yr You have to complete fully the Recipe for Disater Quest. This includes doing all the mini-quests to do with it. After completing the quest you buy the gloves from the chest in Lumbridge Castle basement for 100k+. Offline and unavailable.
June 15, 200620 yr need to complete the whole recipe for disaster quest requires 185 wuest points plus a mulittude of quests to complete. They are sold at the Lumbridge bank for 130k each.
