It's about 41kb over the limit (maximum is 30kb), so I'm afraid you can't use it.

Not sure if it's like this on other peoples comps, but when I save .bmp's that I did in paint to .jpg's or .gif's it comes out REALLY bad quality, so maybe get a simple program from http://www.downloads.com, they have free trials there of good programs.
