i have found a boat and a quest mark north of the port phasmatys docks(not at the docks) i talked to the guy and said does he have any quests and he said the monsters are too strong...what is this?

Check your in-game Quest Journal for Rum Deal. It sounds like you may need to finish up the requirements.

Is there a map for it? If you actually think about it, they always keep the secret of the location of Braindeath Island. That is why they knock you out each time you go. Maybe we have a map for the area, but not in comparison to everything else.
