can't get it under 30kb when i resize it :( is there anyway to make it smaller so that it fits in my sig?

Well the animation is small and hardly noticable. Taking that out will help a lot.

if its too big (as mine usually are) i do save for web, gif for animation, jpeg for normal, and i lower the quality untill i cant get it any higher without breaching 40kb
