Its made through construction. You need 1 soft clay and 1 set of runes for the spell to make one tele tablet.

what lvl of construction do i have to be ?

to make varrock tele tablet, you have to be 40 construction (build an oak lectern in your study)

 

 

 

for fally/lumby, you have to build eagle lecterns at lvl 47

 

 

 

for cammy/ardy, you have to build teak eagle lecterns at lvl 57

 

 

 

for watchtower/house, you have to build mahogany eagle lecterns at lvl 67
