I know everyone says its random... but when i kill guards for lvl 2 clues i get crappy stuff every time... But when i kill ice warriors for lvl 2 clues i usually get good stuff.... what's up with this ??]

There is no relationship between monster level and rewards. I recently did a Steel Dragon clue with disappointing reward.
