Make Sapph jewelry if you can get the sapphs...

If you're p2p and have high enough mining, use the shilo gem rocks. Cut everything you can, make bolt tips from topaz, jade, and opal if you can, then save the tips to sell. Drop the cut gems you can't make into tips, or sell them at the general store there. SAVE THE GEMS YOU CANT CUT YET!!! You'll be glad you did, trust me. Enchant whatever jewelry you can, it sells better that way.

Oh yeah, sapph necks will sell better than ammys (if you're p2p and can enchant them), plus you won't have to find string.

If P2P bowstrings: pick flax at seers (Lleyta maybe) and spin into bowstring. From nothing you just made yourself 150-180 gp, and since you have the required lvl 15, it's a nice, fairly quick and profitable way of gaining crafting exp.

F2P? Then I think leather is fastest. Get your own cow hides to save some money and gain a few combat exp on the way. Craft gold jewelry (WITH GEMS ONLY) when you have the materials/level.

Good luck
