guess its quite rare.. man drops lvl 1 scrolls more often.

Yes, If you're going for a clue, I'd suggest the small building just above Edgeville bank. The place has about 6 men in it, and they spawn quickly. They would be your best bet to get a clue.

I don't know the answer to that question...But I do know that you could definately kill Men to get a clue scroll if you're going to kill Goblins. I would suggest the building above the Edgeville Bank, as posted before. :)
